雪 is snow, 山 is mountain, and 包 is bun, so 雪山包 is snow mountain bun.

Baked bao with a white crisp coating on top, resembling a snow-topped mountain (so it's sometimes listed as snow-topped bun). Typically filled with cha siu or something sweet like custard or (red beans).
