鹹 is salty, 水 is water, and 角 is horn-shaped, so 鹹水角 is salt water horn-shaped dumpling.

At a dim sum shop in a Vietnamese supermarket, I heard a customer refer to these dumplings as “footballs” (and the server understood), although they are not the only football-shaped dim sum.
