港 the second character of Hong Kong, and 式 is style, so 港式 is Kong-style.

Hong Kong cuisine is of course largely Chinese (in particular, Cantonese) but it has benefited from a continuing influx of other Asian and Western influences, resulting in some original takes, like Hong Kong-style French toast, Hong Kong-style iced lemon tea, Hong Kong-style egg tarts...
