湘 is the Xiang River in Hunan and also an abbreviation for Hunan, and 菜 is vegetable or dish or cuisine, so 湘菜 is Hunan cuisine or Xiang cuisine.
Hunan cuisine is one of the eight great cuisines of China. Hunan cuisine is known for a characteristic spiciness, although it is a dry spiciness, different from the numbing spiciness (麻辣 of Sichuan cuisine).
